The Doris Mollel Foundation (DMF) is a Non-Profit Organization registered under the Laws of Tanzania (Registration No. 00NGO/R2/00079). DMF is dedicated to ending maternal and newborn deaths and advancing adolescent reproductive health in East Africa.

Through improving neonatal care, advocating for stronger maternal and newborn health policies, and supporting adolescent reproductive health and wellbeing, DMF works to strengthen healthcare delivery and improve outcomes in Tanzania and beyond.

Position Summary

DMF is seeking a qualified and passionate professional for the role of Program Officer – Maternal and Child Health (MCH).

This position is responsible for the design, implementation, and scale-up of maternal, newborn, and child health programs. The role requires strong experience in end-to-end program management, including workplan development, budget oversight, multi-site implementation, monitoring, and donor reporting.

The Program Officer will provide technical leadership for key MCH interventions, work closely with government stakeholders at national and sub-national levels, and ensure programs achieve measurable and sustainable health outcomes. The successful candidate should have experience managing donor-funded programs and working with international/institutional partners.

Key Responsibilities

1. Program Design and Implementation

  • Design and implement maternal, newborn, and child health initiatives aligned with DMF’s strategic goals and national health priorities.

  • Develop detailed program workplans, timelines, and activity schedules.

  • Manage program implementation across multiple districts and regions ensuring consistency and quality.

  • Lead the rollout of evidence-based interventions including:

    • Antenatal care (ANC)

    • Facility-based delivery

    • Essential newborn care

    • Kangaroo Mother Care (KMC)

    • Immunization programs

    • Child nutrition interventions

  • Track program performance indicators, identify gaps, resolve implementation challenges, and adjust strategies to achieve targets.

2. Budget and Financial Management

  • Develop and manage program budgets in line with donor and organizational requirements.

  • Monitor expenditure against approved budgets and manage variances.

  • Prepare forecasts, cost analyses, and financial reports for program activities.

  • Ensure timely documentation, accountability, and compliance for all expenditures.

3. Technical Leadership and Quality Assurance

  • Provide technical guidance on MNCH interventions and quality improvement.

  • Train and mentor healthcare workers on:

    • EmONC (Emergency Obstetric and Newborn Care)

    • Essential newborn care

    • MNCH protocols and standards

    • Continuous quality improvement approaches

  • Conduct supportive supervision visits to health facilities, providing mentorship and monitoring quality of services.

  • Ensure all activities comply with national guidelines, WHO standards, and safeguarding requirements.

  • Lead quality improvement initiatives to strengthen service delivery and outcomes.

4. Government and Stakeholder Engagement

  • Collaborate with health authorities at:

    • Ministry of Health (MoH)

    • Regional Medical Offices (RMO)

    • District Medical Offices (DMO)

  • Strengthen government ownership to support sustainability and alignment with national strategies.

  • Represent DMF in technical working groups, health coordination meetings, and stakeholder forums.

  • Build and maintain strong relationships with facilities, development partners, and community leaders.

5. Donor Management and Reporting

  • Maintain effective relationships with institutional and international donors.

  • Prepare high-quality donor reports including narrative, results-based, and financial reports.

  • Support donor site visits, provide updates, and respond to information requests promptly.

  • Participate in proposal development including concept notes, budgets, and funding applications.

  • Identify potential funding opportunities and support resource mobilization efforts.

6. Monitoring, Evaluation and Learning (MEL)

  • Develop and implement monitoring frameworks to track program results and impact.

  • Analyze program data to guide decision-making and continuous improvement.

  • Document best practices, lessons learned, and success stories for internal learning and external communication.


Qualifications and Experience

The ideal candidate should meet the following requirements:

  • Bachelor’s degree in Public Health, Nursing, Midwifery, Medicine, or a related discipline.
    (A Master’s degree in Public Health, Health Management, or related field is strongly preferred.)

  • Minimum 4–5 years of experience in maternal, newborn, and child health programming, including program design, implementation and scale-up.

  • Proven experience managing programs funded by institutional or international donors.

  • Strong skills in budget development, financial management, and donor reporting.

  • Experience managing multi-site and/or multi-district program implementation.

  • Demonstrated ability to work effectively with government health systems at national and sub-national levels.

  • Strong technical knowledge of MNCH interventions including:

    • EmONC

    • Essential newborn care

    • Kangaroo Mother Care

    • Facility-based quality improvement

  • Experience training and mentoring healthcare workers.

  • Excellent analytical, problem-solving, and decision-making skills.

  • Strong communication skills in English and Kiswahili, including ability to write donor reports and proposals.

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and data analysis tools.

  • Willingness to travel frequently to program sites across Tanzania.

Added Advantage

  • Experience establishing or strengthening NICU services

  • Clinical background in nursing, midwifery, or medicine

  • Experience in health systems strengthening or supply chain management

  • Familiarity with Tanzania’s health sector policies and structures
