Organization Background
The Centre for Counselling, Nutrition and Health Care (COUNSENUTH) is a women-led Tanzanian national non-profit NGO established in 1998 (Reg. No. OONGO/R1/00199), headquartered in Dar es Salaam. COUNSENUTH works to improve the health and quality of life of women, children, adolescents, and other vulnerable groups through evidence-based, community-driven interventions in health, nutrition, education, WASH, gender equality, climate change adaptation, and youth empowerment.
Position Summary
COUNSENUTH is seeking a highly qualified Finance and Administration Manager (FAM) to provide strategic leadership and oversight of the organization’s financial and administrative functions. The position is responsible for financial management of donor-funded projects, compliance, budgeting, audits, procurement oversight, payroll, risk management, and office administration.
The FAM will supervise the Finance and Administration Department and work closely with the Executive Director, Director of Programmes, and Senior Management Team to ensure effective use of organizational resources and financial sustainability.
Key Responsibilities
Lead and oversee all finance, accounting, procurement, and administration functions
Ensure compliance with donor requirements, financial policies, IPSAS, and Tanzanian tax laws
Prepare and review financial statements, donor reports, budgets, and forecasts
Manage project financial controls, cash flow, and expenditure tracking
Supervise internal and external audits
Oversee payroll processing and statutory remittances
Provide financial analysis and strategic advice to senior management
Lead risk management processes and maintain the organizational risk register
Oversee procurement processes, supplier management, and asset management
Supervise office administration and support HR-related administrative functions
Required Qualifications and Experience
Bachelor’s degree in Accounting, Finance, or related field
CPA-PP or ACCA qualification, registered with NBAA
Minimum of five (5) years’ experience in financial management within donor-funded NGOs or international organizations
Strong knowledge of IPSAS, donor compliance requirements, and Tanzanian tax regulations
Proven people management and leadership skills
Experience in budgeting, audits, and financial reporting
MBA is an added advantage
