Position Summary
COUNSENUTH is seeking a highly experienced Senior Programmes Manager (SPM) to provide strategic leadership and oversight of multiple programmes implemented at national, regional, and district levels.
The SPM will ensure programmes align with COUNSENUTH’s strategic objectives, donor requirements, and national policies. The position involves programme planning, donor compliance, partnership management, risk management, staff supervision, and coordination with the Finance and Administration Department. The SPM will also maintain strong working relationships with government authorities, development partners, UN agencies, CSOs, universities, and research institutions.
Key Responsibilities
Programme Leadership and Oversight
Provide strategic leadership and overall coordination of COUNSENUTH programmes
Ensure programmes are implemented according to approved plans, budgets, and donor requirements
Oversee preparation and timely submission of high-quality programme reports to donors
Monitor programme performance, risks, and compliance with contractual obligations
Grant Management, Donor Relations, and Partnerships
Identify, assess, and pursue funding opportunities
Lead development of high-quality grant proposals and budgets in collaboration with Finance and Programme teams
Maintain strong relationships with donors, partners, and stakeholders
Represent COUNSENUTH in resource mobilization initiatives and partnership forums
Programme Planning and Compliance
Lead annual programme planning and budgeting processes
Ensure alignment of programme plans with the organizational Strategic Plan
Ensure compliance with donor guidelines, national laws, safeguarding standards, and internal policies
Support monitoring of sub-grantees and implementing partners
Team Leadership and Capacity Building
Lead, supervise, and mentor programme staff
Support staff performance management, capacity building, and team development
Work with HR to ensure a conducive working environment for programme staff
Field Implementation and Systems Strengthening
Guide and supervise field implementation of programmes
Build capacity of government partners, community structures, and implementing teams
Promote innovation, learning, and evidence-based programming
Strengthen existing regional and district systems relevant to programme areas
Monitoring, Evaluation, Accountability, and Learning (MEAL)
Work closely with the MEAL team to track programme progress and results
Ensure documentation of best practices, lessons learned, and success stories
Contribute to organizational learning and programme adaptation
Visibility and Advocacy
Promote COUNSENUTH visibility through events, publications, and media engagement
Share programme success stories with communications teams for dissemination
Represent COUNSENUTH at national, regional, and international meetings as assigned
Qualifications and Experience
Master’s degree or higher in Public Health, Nutrition, Education, Social Sciences, Agriculture, Gender Studies, or related fields
Minimum of five (5) years’ experience in a senior programme management role within NGOs or development organizations
Strong understanding of public health and development policies and large-scale programme implementation
Proven leadership and team management skills
Excellent communication skills in both English and Kiswahili (written and spoken)
Strong strategic thinking, planning, and risk management skills
Experience working with donors, government institutions, and development partners
